2020.02.16 Utilise SMA-Tegas Digital Innovation Hub — CM

MIRI: Chief Minister Datuk Patinggi Abang Johari Tun Openg yesterday launched the SMA-Tegas Digital Innovation Hub at Miri Times Square in Marina Parkcity here.
The hub serves as an inclusive platform to support and empower early-stage start-ups and social enterprises in Sarawak.
Abang Johari called upon young Sarawakians to make good use of the hub, which would promote the culture of nurturing talents and create innovation to ultimately move the state forward.
“To our young people, big data is the data, and you have a very good future.
“Our young people can really create new products and they can go into what the market wants, and because of this, we have to have a place for them to innovate.
“With this sort of resource we have among the young, it is the intention of Sarawak Multimedia Authority (SMA) and Tabung Ekonomi Gagasan Anak Sarawak (Tegas) to create innovators among young Sarawakians in order to create new products based on what we call real platforms.
“This will enable them to progress and transform our economy,” he added.
He congratulated Tegas and SMA for having successfully launched another approach for Sarawakians to adopt whatever devices they have in place to transform the state economy from conventional to digital economy by establishing an innovation hub in Miri.

The hub’s facilities and benefits include a co-working space, high speed internet, discussion rooms, knowledge sharing and capacity development programmes as well as access to Sarawak Digital Village Ecosystem Network.
Abang Johari said another area that he would like Sarawakians, particularly the young, to know is the importance of artificial intelligence.
He said robots operate based on artificial intelligence and these artificial intelligences are also connected with signal transfer, coding and decoding, and are linked to augmented and virtual reality.
“Those who study cyberspace should know there are two separate worlds, physical and virtual. To link them is what we call interaction through artificial intelligence.
“Artificial intelligences are based on cyber big data.”
Abang Johari said artificial intelligence and augmented reality were being used in many fields including medical.
“I found out in Malaysia there is no focus on virtual reality (VR) and augmented reality (AR). We are now working to train our people how to manage augmented and virtual reality.
“We are now doing that which is driven by the private sector and because of that SMA has to focus on it.
“We want to work together with the private sector to guide young start-ups and produce new products,” he added.
He also suggested that Mirians sell ‘bubuk’ (krills) and its by-products online, among other products.
“Today, I have just launched the Nature Discovery Centre at Piasau Nature Reserve, which also has an information centre and kiosk. What young Mirians can do is to start creating an app on tourism attraction in Miri and the northern part of Sarawak and connect them to the centre which has an IT centre.
“You can then show through augmented reality your attraction such as Luconia Shoals Marine Park, Niah Cave and all other attractions in the city.
“These are some of the products which you can sell online.
“Miri City Council is also going to have a smart interactive between citizens. Miri is going to be a smart city and I believe Mirians are smart people who can transform Miri into a smart city.
“As long as GPS is in charge, we will go for smart cities throughout Sarawak,” he added.
The launching of the hub also coincided with the exchange of memorandum of understanding (MoU) between SMA and Malaysian Technology Development Corporation, and Yayasan Pesona.
Tegas also signed five new strategic partners, namely Grab, Curtin University Malaysia, pitchIN, FutureLab and CentaCube. These partners support the #InnovateSarawak campaign that focuses on promoting digital innovation and entrepreneurship in Sarawak.
A member of SMA Board of Directors Datuk Patinggi Tan Sri Dr George Chan, Transport Minister Datuk Lee Kim Shin, State Secretary Datu Jaul Samion, Tegas chairman Datu Len Talif Saleh, and Sarawak Multimedia Authority (SMA) general manager Dr Zaidi Razak were also present at the event.

AS Sarawak moves into the future with a digital economy, traditional longhouses and villages should brace for change and transformation by getting ready to adapt and jump on the global digital bandwagon.
Human rights activist Malcom X once said, “the future belongs to those who prepare for it” – and that’s exactly what rural Sarawak should be gearing up for.
Sarawak is staring at Industrial Revolution 4.0 (IR 4.0), and as 5G telecommunication beckons, there is no escaping the impact nor ramifications of big data and artificial intelligence applications. Rural Sarawak has to shift gear or be left behind.
Ancestral land ownership is largely undocumented as it has been dictated since time immemorial by oral tradition on a longhouse verandah or ruai but this should be consigned to history in time to come.
A resident of an Iban longhouse in Julau and his colleagues have taken up the challenge to bring the future to the doorsteps of the longhouses and villages, with digital community mapping, using their platform called Ottomap, through crowdsourcing.
Meramat Tajak believes the time to act is now as the fast evolving socioeconomic and physical landscape changes, engendered by the digital economy, could upend conventional lifestyles and practices but, at the same time, provide untold opportunities for rural Sarawak as well.
A US-trained instrument engineer with a double degree in computer and electrical engineering, Meramat had worked in the US for two years before joining Sarawak Shell Berhad where he stayed for 25 years (1991 to 2016).
He served in various positions, including for ICT, instrument engineering, artificial intelligence (artificial neural network), project management, contracting, and tendering.
In Shell, he had project experience in Digital Oilfield Initiatives, known locally as Computer Assisted Operation and Smart Field, as well as in Enhanced Oil Recovery Conceptual Engineering and Detail Design.
Together with his colleagues, comprising a Geographical Information System expert, a senior engineer, an economist, a banker, an auditor, and some associates, Meramat is envisaging the benefits of the digital era for Sarawak – from laying the foundation of big data to rural assets, points of interest, environmental concerns, transportation, logistics and agricultural activities, using the scalable technology of GIS as a foundation, starting with crowdsourcing land use data.
Incidentally, land ownership has become a nagging source of concern when oral tradition and physical boundaries are blurred with the passage of time.
Most native land in Sarawak are without titles, while boundaries between plots are often demarcated by perishable landmarks such as bamboo, stumps of hard wood (belian), tall trees (tapang), or even fruit trees like jackfruit.
“Memories of demarcation are passed on from one generation to the next and when the elders die, some of the memories will be lost,” Meramat said of the downside of such a sharing tradition.
Common occurrence
Due to the rural-urban drift, many younger generation natives, working in the towns and cities, are unable to visit their land heritage in the rural areas. In fact, land left idle by families from longhouses and villages is quite common all over Sarawak.
“Each family has a few parcels of native land that are left idle, and, most worryingly, undocumented except through oral history,” he noted.
With fading memories of land demarcation and passing of the present generation, the real danger can manifest itself in serious conflict over land issues in the native community when owners of adjoining parcels will fight tooth and nail to settle disputes over land demarcation in the Native Court.
“Fortunately, modern Geographical Information Systems (GIS) technology can help landowners to transcribe their oral knowledge of land demarcation between their adjoining parcels or plots into digital format so that the land can be seen on the Web, like Google Map,” Meramat added.
Together with like-minded friends, he set up a company – CDMI GIS PLT – and spent about a year researching and testing GIS for the broader purpose of community mapping.
This is a broader technical term which includes mapping of land parcels, land use, transportation routes, points of interest and other applications in rural and suburban areas not shown by Google Maps.
“In GIS technology, all this information is programmatically described as GIS layers like kek lapis of Sarawak,” he said, adding that GIS technology and future applications would boost Sarawak’s rural big data drive and digital economy if the people were willing to participate.
“What Google Maps provides for urban areas, we envisage providing for rural areas,” he assured.
According to Meramat, in a rural setting, Google Maps does not have information of your place on locations of clear running streams or creeks, best durian trees in the orchard, fresh local rice fields, highly regarded craftsmen and women and other useful data with which to evince economic activities, valuable assets and people’s way of life in the rural areas.
Attracting supply chain
CDMI GIS PLT founders have in mind to bring digital economy to both urban and rural areas to attract the global supply chain (markets, tourists and investors) to their land instead of going out to look for it.
There are roughly over 5,000 longhouses and villages in Sarawak with land heritage, amounting to about a million parcels or plots, based on the average of four plots per family and 50 families per longhouse or village. As they are not digitised into the big data platform, there is a huge reservoir of untapped opportunities to add value to the various assets for the benefit of the people.
However, it’s a massive undertaking and not economical if done by the government since the people know their territories best.
“It’s for this reason CDMI GIS PLT’s approach to digitising land parcels as the foundation for big data has been to let the end users do it themselves, “Meramat explained.
How to do it
CDMI GIS PLT has adopted and customised a free smartphone app called GeoODK, which runs on Android smartphones.
Land owners only need to download the app, make a few configurations and follow the instructions on using the app. Based on the system, the smartphone is built with Global Positioning System (GPS) technology to record GPS coordinates of land parcels.
The CDMI GIS PLT team understands very well that high accuracy data cannot be expected from smartphone location capabilities but the app provides enough information for the natives and their future generations to retain some tangible information on their parcels of land such as who are their neighbours and where are the plots situated.
When the recording of GPS coordinates is completed, the app will send the data to the CDMI GIS PLT server for processing and display on the CDMI website – Ottomap – within the aspired target of five days.
In digitising land demarcation information with the app, users will also be able to take three photos of the land and list any assets within the land boundary, including crops, fruit trees, wild honey, non-timber products, timber, cabins, or points of interest to provide comprehensive profiling of the property for any future use by the land owners such as direct selling of crops, fruits, and other products from the land to web consumers.
Meramat said individual landowners, NGOs, Aduns, and MPs, who supported the CDMI GIS initiative have been invited to join them in transcribing oral history of land heritage demarcation into digital format on the Internet, while the elders were still around to provide guidance.
CDMI GIS PLT has already been in touch with four technology-savvy Aduns from both sides and also held meeting with one of them who has expressed support for the company’s initiative and is willing to help start a pilot project, subject to concurrence of the constituencies involved.
CDMI GIS PLT welcomes collaboration with NGOs, which share the same objective of creating awareness and organising end-user training anywhere in Sarawak when there is clear indication of interest on the part of landowners or their children and relatives.
The aim is to make the system use-friendly and affordable. The first submission of one land parcel, regardless of size, will cost only RM50, inclusive of the RM15 fee to maintain the land parcel on the Internet for the first year.
Each subsequent year, landowners are required to pay an annual usage fee of RM15 per parcel. They can choose to discontinue their account for a certain period and reactivate it any time in the future.
Short training
For landowners in one whole longhouse who wish to learn GeoODK app to digitise their parcels of land and related assets, CDMI can organise a visit to conduct a short training at a pre-agreed cost and scope.
Those who have been trained will help others so that the training can be completed as soon as possible.
Members of the public who know how to use GPS app on their smartphones and are willing to provide GPS coordinates of the estimated 5,000 longhouses and kampungs in Sarawak, are welcome to send the coordinates to CDMI email address at ottomap@gmail.com.
“This is for showing off our longhouses or kampungs on the CDMI website (Ottomap),” Meramat said.
He noted that with much focus on land laws but less on making land economically vibrant and environmentally sustainable, using the community-built web map to convert memories of land demarcation into permanent digital records was a matter of urgency and not a lofty ideal.
By using GIS technology, GPS, and the Internet, he pointed out, it is possible to record the exact positions of anything on Earth, including land boundaries and related assets.
“When all this is done, the Sarawak rural community will be the first in the world to apply GIS as the foundation for big data. This is no exaggeration but well within the realm of possibility,” he enthused.

PPKS to set up College of Smart Agreculture

KUCHING: Sarawak Skills Development Centre (PPKS), through one of its subsidiary companies – International College of Advanced Technology Sarawak (i-CATS) – will set up College of Smart Agriculture (CoSA) in Mukah.
PPKS chairman Tan Sri Datuk Amar Abdul Aziz Husain said the Ministry of Education has approved the project to build the college, which is scheduled to be completed in August this year.
He pointed out that the decision to set up CoSA was taken following a call by Chief Minister Datuk Patinggi Abang Johari Tun Openg for PPKS to develop and offer courses that facilitate the use of digital technologies in agriculture.
“Our (PPKS) new campus in Mukah, which is scheduled to complete in August 2019, will be converted into CoSA that will accommodate 700 students, to offer courses such as aquaculture, precision farming and agro marketing to facilitate the application of the latest technology to transform the state’s agricultural sector,” he said.
Having CoSA will increase agricultural output and encourage the development of sustainable agricultural practices by farmers, he added.
He said this at the opening of Technical and Vocational Education and Training (TVET) symposium at Pullman Hotel here yesterday, officiated by Abang Johari.
Abdul Aziz also said that PPKS plans to set up an Advanced Automotive Training College in the near future,
which will go a long way in enhancing the range of TVET courses to support the state government’s development initiatives.
At the event, PPKS exchanged documents for memorandum of cooperation with Bendigo Kangan Institute, Melbourne in Australia, which Abdul Aziz said would pave the way to identify strategic initiatives such as education and training, teachers’ training, joint research and development projects.
He pointed out that TVET has gained increasing importance as the government, industry and TVET training providers strive to develop the workforce to support numerous development initiatives.
Minister of Education, Science and Technological Research Dato Sri Michael Manyin Jawong said like other developing countries and to fulfil the aspiration of the government for Sarawak to become a high income society and advanced economy, there was a need to improve human capital through TVET.
For this programme, he said the ministry was working together with other agencies and non-governmental organisations to promote TVET among the community and school leavers in rural areas.
Manyin was happy to note that TVET was receiving positive response and perception from parents and students unlike in the past, where it was considered as a last resort.
Manyin hoped that the symposium can deliberate on using the English language and on quality consistency for the courses offered in TVET institutions to benefit the industry and the graduates.
A total of 23 speakers from the country and overseas were invited to provide input for the three-day symposium, which runs until tomorrow.

KUCHING, Feb 19: International College of Advanced Technology Sarawak (i-CATS) recently received approval from the Education Ministry to establish a university college.
Named College of Smart Agriculture (COSA), the new campus will be located in Mukah and is scheduled to be completed this August.
Sarawak Skills Development Centre (PPKS)-cum-i-CATS chairman Tan Sri Dr Abdul Aziz Husain said the campus would offer courses such as aquaculture, precision farming and agro marketing.
“We will be able to facilitate the application of the latest technologies to transform Sarawak’s agricultural sector. This will increase agricultural output and encourage the development of sustainable practices by farmers,” Abdul Aziz said at the launching of Technical Vocational Education and Training (TVET) Symposium 2019 here today.
Taking up Chief Minister Datuk Patinggi Abang Johari Tun Openg’s recent call to the centre to develop and offer courses that facilitate the use of digital technologies in agriculture, Abdul Aziz added that this was also their commitment to facilitate the advancement of Industry 4.0 and digital economy in this region.
There was also an exchange of memorandum of cooperation between PPKS and Bandigo Kangan Institute, Melbourne, Australia, at the event today.
“This paves the way for us to identify joint strategic initiatives in areas such as education and training, teachers training and also joint research and development projects. We will also enhance this important relationship by organising joint activities such as seminars, workshops and training programmes, experts’ visits and staff exchange programmes,” he said.
With the support of the Sarawak government and technical expertise provided by the team from Bendigo, Abdul Aziz said PPKS planned to set up an Advance Automotive Training College (AATC) in the future.

BINTULU: This division now houses Sarawak’s third digital innovation centre, after the ones in Kuching and Sarikei.
The SMA-Tegas Digital Innovation Hub (DIH) was launched at Naim Street Mall here yesterday.

Minister in Chief Minister’s Office (Integrity and Ombudsman) Datuk Talib Zulpilip officiated at the ceremony, representing Chief Minister Datuk Patinggi Abang Johari Tun Openg.
The hub would serve as an inclusive platform to nurture talents, support entrepreneurs and create innovators for Sarawak.
According to Talib, the first two centres have been operating for more than a year and have proven to be very successful in connecting the local communities and expanding the entrepreneurial ecosystem.
“The activities carried out at these innovation hubs have produced several successful start-ups and digital entrepreneurs,” he added.
Funded by Sarawak Multimedia Authority (SMA) and managed by Sarawak Bumiputera Technical Education Promotion Charitable Trust (Tegas), the DIH provides access to co-working space and shared amenities, funding opportunities and facilitation, incubation and acceleration programmes, as well as an entrepreneur-friendly ecosystem.

Recycling nature’s way through composting

NATURAL ecosystems are multiple complexly interwoven cycles – life, nitrogen, water, and carbon.

Composting is a natural cycle in which organic matter – leftover vegetables and fruits, coffee grinds and tea bags, bones – through the action of decomposers such as bacteria, fungi and insects, are broken into components that plants can then use for growth – the cycle of life.
This ecologically sound method for recycling organic matter has been included in the ‘Green Initiative’ programme of the Kuching South City Council (MBKS), which operates a recycling centre at the Stutong Community Market, enabling residents to exchange recyclable items (plastic, paper) for household goods under its ‘Buy Back Programme’.
Commercial composting MBKS environment and health officer Kho Joo Huat said it is very expensive to get rid of plant and animal waste from markets. Commercial composting is a way to reduce costs, pollution and carbon dioxide production, while making high quality natural fertiliser.
In May 2011, he oversaw the setting up of the first MBKS Green Centre at the market and then another at the Petanak Market in 2013.
Kho and his team facilitated a talk and demonstration on composting recently, organised by the Malaysian Nature Society Kuching Branch at the MBKS Green Centre at Stutong Market.
The stallholders, who attended the training sessions, support this initiative and they also received high quality organic fertiliser – a win-win situation.
Although the MBKS Green Centre is a hive of bacterial activities, there is no smell as the organic waste is quickly turned into high quality fertiliser.
“It takes 24 to 48 hours to complete the composting cycle. The mixture has already stabilised for one month, resulting in a tremendous reduction of waste,” Kho explained.
He added that the high quality organic fertiliser is used to maintain the plants and gardens around the city, but the public can also purchase it.

Home composting
Homeowners and flat or condominium dwellers can make composting a way of life too.
Kho has introduced the super simple, smell-free Takakura Home Composting System.
I myself compost kitchen and garden waste, but have had some problems with texture, odour and insect invasions.
This is probably because I just dump the stuff and let nature do the work.
So I am going to try the Takakura Home Composting System, an innovative method, which enables householders while reducing the amount of rubbish produced, to make high quality fertiliser for home use.
The four-step process is described in great detail in brochures available as hard copies or soft copies from their website. Fariz, a composting technician at the MBKS Green Centre, demonstrated the steps.
The first is to make separate sugar and salt solutions which, after ageing for three to five days, are used to make the seed compost – equal parts of rice bran and rice husk.
This mixture matures in around seven days and then you are ready to compost the organic matter you produce in your home.
Amelie Ningkang, who is enthusiastic about the Takakura Home Composting System, said, “A great initiative which if applied individually has the potential of a positive impact on the environment. I’m very keen to try this at home and contribute my part.”
Most of us know that global warming is a result of human economic activities. Composting may seem insignificant but it is not.
By composting at home, we reduce the waste and carbon produced. We are can green up our gardens. So we become part of the solution.

KUCHING: Necessity is indeed the mother of invention, as demonstrated by 16-year-old Chloe Yeo Lok Yee and her SMK Lutong team.
The Form 4 student, whose school is just a stone’s throw from the sandfly-infested Lutong beach in Miri, is allergic to the insect’s bite.
It is because of this that she has been avoiding the beach.
“I get skin inflammation every time I get bitten. The repellents available in the market are not effective.”

Sarawak takes step towards virtual tourism

MIRI: The Ministry of Tourism, Arts, Culture, Youth and Sports will go global digitally when a virtual tourism project is implemented to promote Sarawak to the outside world.
Assistant Minister for Tourism, Arts and Culture Datuk Lee Kim Shin said it is timely for the ministry to step into the digital world to ensure it will not be left behind in promoting Sarawak tourism through digital means.
“With the Internet virtual reality project introduced at Niah National Park, I suggested to the ministry to explore digital tourism promotions including through websites,” Lee told members of the media yesterday.

KUCHING: Malaysia’s first Blue Ocean Entrepreneurs Township (BOET) Borneo 744 is in its final stages of signing agreements with anchor licensees, targeting March 1 as handover date.
Its general manager Evelyn Jutem said the 10-acre riverfront project, which will be the hub of creativity, performing arts, innovation and entrepreneurship in Sarawak, will have Malaysian Global Innovation & Creativity Centre (MaGIC) and Boutique Songket Atelier Tanoti among its tenants.
“Borneo 744, dubbed the ‘Entrepreneurs and Arts District, Sarawak’, is a 100 per cent not-for-profit non-governmental organisation (NGO) to be operated by a CLBG (company limited by guarantee), which is a Yayasan-type entity.

Elica licks housing woes for poor — a ‘KitKotak’ home

KUCHING: Kuching-based property developer Bobby Ting is creating a foundation to deliver a unique housing solution to low-income families.
“I decided to find a way of creating a CSR (corporate social responsibility) programme for Elica, which has a tangible and practical outcome for needy people,” said Ting.

Three Miri teams make it to Young Innovate Malaysia 2016

MIRI: The teams from SMK Luak, SMK St Joseph and SMK Merbau are the participants from here who are representing the state at the ‘Young Innovate Malaysia 2016’ in Kuala Lumpur yesterday and today – one of the events run during the annual Kuala Lumpur Engineering Science Fair (KLESF).
Young Innovate Malaysia is a national-level science, technology, engineering and mathematics (STEM)-based design competition open to students of secondary schools across the country. Its primary objective is to inspire students’ passion in STEM, while developing their living skills and exposing them to open-sourced hardware and software.
